In case anyone is interested, I have uploaded the memo that I sent to Greater Rochester Enterprise recommending how to differentiate their submission.
The two redactions are 1) my cell phone #, and 2) confidentiality language. Many people from outside Rochester were involved in creating the submission, and I did not want my memo used to help other municipalities. When I found out that GRE/IBN were dead set on making a joint submission, I made sure to let them know they could use the memo contents for whichever submission was going to support Rochester.
With the submissions long gone and, I suspect, insights similar to the ones I had to offer already having been disseminated, I think the need for confidentiality has subsided.
